Quiet shuffling of city jobs meant to avoid layoffs (The Bakersfield Californian)

March 10, 2010 – 4:14 pm An undisclosed number of city employees have been encouraged to apply for job transfers in order to avoid possible layoffs. Bakersfield officials, faced with an estimated $8.7 million budget gap when the new fiscal year starts in July, say they're trying to hold on to as many staffers as possible through the shuffling.
